DAB helps an office set down its functions and processes. For the Bangsamoro Economic Zone Authority's Manual of Operation, it held a workshop and key informant interviews in October 2025.
Guidebooks and manuals
DAB writes manuals, training modules and frameworks with the Bangsamoro Government's ministries, agencies and offices, and carries out research and policy studies under its law.
What DAB Has Written
Manuals for offices, modules for training, and a competency framework for the whole Bangsamoro Government.
The Bangsamoro Competency Framework
Drafted by DAB with 34 ministries, agencies and offices under JICA's Capacity Development Project for Bangsamoro. It now guides the training and capacity development of government personnel.
Training modules
DAB writes the modules of its own trainings, such as the Mandatory Onboarding Training, which includes moral governance, and the Specialized Training Program for Mujahideen and Mujahidat in the civil service.
Short-term course modules
For the Bangsamoro Leadership and Management Course for BARMM Leaders, DAB piloted the modules with 48 participants in November 2025, and director-level writers from 15 ministries wrote module content that month.
Writeshops on new modules
Writers drafted the instructional materials of the Moral Governance (QEaDA) short-term course in October 2025, and a module on Women, Peace and Security in April 2026.
Curricula with other offices
DAB helped design the Sangguniang Kabataan Mandatory Training and the School of Peace and Democracy-Bangsamoro, and documented processes with offices of the Office of the Chief Minister.
Research and Knowledge
Under the Bangsamoro Administrative Code, DAB conducts development-oriented research projects and policy studies that promote institutional productivity and address issues affecting government service delivery.
Policy studies
DAB studied the Temporary Appointment System for Mujahideen and Mujahidaat under Article 305 of the Bangsamoro Civil Service Code, and rolled out its results in December 2024.
The Moral Governance study
Built from interviews with the Chief Minister, the Mufti, the Wali, Members of Parliament and ministers, and from focus group discussions. DAB and the Association of Bangsamoro Doctors of the Philippines presented it to the Chief Minister in March 2021.
The Bangsamoro Journal
In October 2025 DAB's Center of Research and Policy Development set out the journal's editorial processes, workflows and standards, and in November 2025 held a workshop on research article formats.
Knowledge exchange
DAB's Center of Knowledge Management runs programmes for the exchange of knowledge, practices and strategies among the Bangsamoro's workforce, such as its Knowledge Exchange Forums.
