Development planning

Help for an office with the plans that guide its programmes and the development of its people.

Coordinating and monitoring the human capital development plans of BARMM agencies is one of DAB's strategic goals. Under the Bangsamoro Administrative Code, DAB also adopts the policies and guidelines for the capacity-development programmes of all Bangsamoro Government agencies, so that those programmes are aligned to the regional plans.

What the Help Covers

The kinds of planning help DAB has given.

  • Peace and development plans

Planning workshops for newly appointed local officials, as a first step toward a development plan for their area.

  • Learning and development plans

An office's plan for training its people, built on an assessment of its needs.

  • Human resource development plans

A strategic plan for an office's people, built on a competency framework.

  • Competency frameworks

The competencies government personnel need, which then guide their training and capacity development.

  • Learning needs assessment

Surveys and focus group discussions that find what officials and employees need to learn.

  • Planning templates

Standard templates for planning procedures, so development plans hold together across levels of governance in the BARMM.

DAB's Past Work

Some of the plans and frameworks DAB has helped to build.

  • Special Geographic Area, September 2024

Peace and Development Planning Workshop for the eight municipalities of the Special Geographic Area, 19 to 22 September 2024, Davao City, with UNDP PROSPER Bangsamoro, the Government of Australia, the Ministry of the Interior and Local Government (MILG) – SGA Field Office and the Special Geographic Area Development Authority (SGADA). DAB's Center of Education and Extension facilitated the workshop, gave input on the ten elements of Moral Governance and co-documented the programme.

  • Bangsamoro Competency Framework

Drafted by DAB with 34 ministries, offices and agencies under JICA's Capacity Development Project for the Bangsamoro. The framework now guides the training and capacity development of government personnel.

  • Human resource development planning, October 2025

Training of Trainers on Human Resource Development Planning, with the Japan International Cooperation Agency (JICA), 20 and 21 October 2025, Cotabato City.

  • Learning needs assessment, 2025

A survey and focus group discussions with executives and ministries' provincial heads from November to December 2025, as the basis for the BARMM Officials and Employees' Professional Development Program.
